The Risk Management Officer will be responsible for the ongoing development and implementation of Risk Management Policies and Methodologies including, but not restricted to, projects on Credit Risk Policy Guidelines, Pricing Methodologies, and Basel II. Reporting to the Head of the Coordination and Support Division, s/he will work as an expert, with relatively high autonomy. There will be close collaboration with the EIB’s operational Risk Management Departments, with relevant colleagues in other business areas, and also regular contact with internal/external auditors and other external counterparts
Responsibilities

* Provide independent validation of Basle II models
* Provide structured input and advice on the development and implementation of (new) risk policies and methodologies, focusing on Credit Risk
* Contribute to the ongoing development of credit risk assessment and risk-pricing frameworks
* Ensure the coherence of credit risk issues with respective business ventures, e.g. compliance with Basel II recommendations
* Ensure adherence to banking Best Practice
* Perform stress tests, concentration analyses and parameter calibrations
* Liaise with external and internal audits or other ad hoc requests

Qualifications

* University degree in a highly quantitative subject, and preferable to post-graduate level
* Minimum 5 years’ relevant professional experience in Credit Risk, gained in a leading Bank or other Financial Institution, and including hands-on exposure to the latest developments in Basel II
* Demonstrable familiarity with current best-practice in risk measurement methodology and risk management tools (Basel II, rating, pricing, probability of default, loss given default (LGD) modelling)
* Good knowledge of credit portfolio models (CreditMetrics, Fermat) would be an advantage
* Previous exposure to reporting on complex risk issues
* Excellent knowledge of English and a good command of French. Knowledge of other EU languages would be an advantage

* Strong analytical skills and understanding of complex loan structures
* Ability to provide sound judgement on complex non-routine risk issues and provide clear recommendations
* Strong verbal and written communication skills. The ability to translate complex technical issues into layman’s terms

Reporting to the Management Committee, the Director General creates a vision and implements a strategy for the management of the RM function. Accountabilities:

* Envisage, develop and implement a vision and an overall strategy and business plans for RM consistent with, and in support of, the Bank’s mission and objectives.

Qualifications:

* Advanced relevant University degree, ideally complemented with professional certifications or post graduate studies
* At least 15 years of relevant professional experience in banking, financial institutions or international organisations, with leading roles in risk management. Exposure to various business areas, (e.g. lending, finance, etc.) would be an advantage.
* At least 10 years in managerial functions with people management responsibilities of a large team
* Solid banking, credit and financial background and outstanding performance track record in these domains, and in-depth understanding of risk management methodologies, policies, issues and challenges.
* Broad knowledge of EIB objectives, strategies and policies; with an ability to understand and anticipate its role within the EU policy framework.
* Fluent in English or French and a solid understanding of the other

The Project Manager will work under the direct supervision of the Head of the Project Management Unit and collaborate with other units in the FM division in its field of expertise.

Responsibilities

* Propose to the Head of Unit action plans for the implementation of initiatives in the project management unit and make suggestions to improve processes

* Prepare terms of reference for calls for tender in own domain of expertise;
* Provide technical (civil engineer) evaluation of external parties’ proposals
* Adapt and manage existing subcontractor and supplier contracts as per the updated contract management guidelines including the monitoring of quality, time and cost elements
* Apply continuous improvement principle in all activities, report on “lessons learnt” and integrate new knowledge and experience in subsequent activities
* Contribute to the preparation of documentation for improvements and achievements in foreseen reporting tools, own and manage records as considered appropriate
* Strive to reduce costs where possible at acceptable and agreed quality

Qualifications

* Higher education diploma or degree (post – graduate) in Civil Engineering or Architecture
* At least 5 years of professional experience in facilities and or a project management role related to civil construction activities

* Very good knowledge of the techniques used in general buildings technology
